Image shows Charleston Noakes, a member of the Jefferson Democrats of California, dressed, looking like Paul Revere and riding a horse. He was urging the men and women, citizens to guard their liberties. He called upon them to telegraph their congressmen to vote against the administration's reorganization "dictator" bill.
