Image shows Charleston Noakes, a member of the Jefferson Democrats of California, dressed, looking like Paul Revere and riding a horse. He was urging the men and women, citizens to guard their liberties. He called upon them to telegraph their congressmen to vote against the administration's reorganization "dictator" bill. He is in the middle of Broadway and 6th street. The Swelldom department store can be seen in the background. Photograph dated April 6, 1938.
