View of the Hollywood Freeway (101) near the Civic Center (left) and the Grand Avenue exit in downtown Los Angeles. This is the intended location of a controversial monument, ''The Steel Cloud,'' designed by two New York architects, Hani Rashid and Lise Anne Couture. The monument, if approved and funded, will symbolize Los Angeles and its ethnic diversity.
