New York City police department commissioner Grover Whalen tests the first bronze signal at the corner of 5th Avenue and W. 57th Street. July 22nd, 1929. The structure is made of bronze (architect Joseph H. Freedlander) and is decorated with a statuette of the ancient Roman god Mercury. The structure in the photo was also designed by Joseph Friedlander.
