The development of Paris in the south-west, on the one hand, and the interests of the Compagnie des Chemins de Fer de l'Ouest, on the other hand, demanded the construction of a connecting line between Issy and Billancourt. This prompted Engineer Legrand propose the construction of two bridges, one of which is intended to link the island of Saint-Germain and Boulogne-Billancourt, and the second - Issy (which will be called Issy-les-Moulineaux in 1893) and Medon.Prefekt Osman encouraged the construction of subsidies side of the city of Paris and the neighboring communes, in addition to companies Chemins de Fer de l'Ouest and Legrand, supplemented by a loan from the resources which they compensated by charging tolls on bridges.
