Photograph caption dated November 17, 1947 reads, "Going Up And Up - For many days, it has been rat-tat-tat-tat and more rat-tat-tat-tat at Wilshire and Flower street as workmen put up the steel framework of the new General Petroleum Building. However, the workmen placed a sign (arrow) apologizing to the public for the noise."
