Photograph article dated April 24, 1963 reads, "Burbank Mayor Charles Compton grabs a shovel and moves some earth as construction of the city's new steam-electric generating plant gets under way. In the background, Public Service Manager Ralph Foy, right, and City Manager Harmon Bennett look over a test hole being dug by the Public Service Department preparatory to work by the first contractor. The first contractor, P & Z Pacific Inc., will drill 166 holes for piles to support the foundation for the plant, known as Olive Avenue Unit No. 2. Cost for the total project is estimated at $8 million. More than $5 million in contracts have already been awarded. The unit will be in operation by January, 1965." Location is approximate.
