Nippon Yusen company building - a conference was held here on the construction of the border on Sakhalin. In this building of the city of Otaru, on 06.08.1908, the official “Document on Establishing the State Border on Sakhalin” was signed. The signing was preceded by a three-year work of the international Russian-Japanese demarcation commission created in accordance with Article 9 and supplementary Article II of the peace treaty concluded between Russia and Japan in Portsmouth (USA) on August 23, 1905.
