Caption reads, "the County Hall of Administration symbolizes Proposition B in Nov. 3 election." According to official Los Angeles County Citizens Economy and Efficiency Commission documentation from 1976 when the proposition finally appeared, "County Proposition B, which removes department heads from civil service, also eliminates the present charter requirement for open competitive examinations and merit system selection for these positions. In the appointment of department heads the amendment states that the Board will make appointments from a list ". .. received from the Civil Service Commission certifying the candidates as meeting the standards for the position." The hall, located at 500 West Temple Street, was renamed Kenneth Hahn Hall of Administration, in honor of Kenneth Hahn, a member of the Los Angeles County Board of Supervisors for forty years from 1952 to 1992.
